Steps
Brace the scaffold per the frame type used, tube-and-coupler per 1926.452(b) or fabricated frame per 1926.452(c), to keep it plumb, level, and squared
Lock all casters and wheels with positive locks whenever the scaffold is used in a stationary position
Apply manual moving force at or below 5 feet above the supporting surface, as close to the base as practicable
Before allowing employees to ride during movement, confirm all riding conditions are met simultaneously: surface within 3 degrees of level and free of holes/obstructions; height-to-base-width ratio of 2:1 or less, unless a recognized stability-tested design; outriggers on both sides if used; any powered propulsion applied directly to the wheels at no more than 1 foot per second; and no employee positioned beyond the wheel or support base

Known gotchas
Riding is prohibited by default — every listed condition in 1926.452(w)(6) must be met simultaneously before employees may ride; missing even one, such as a surface not level enough or a ratio exceeding 2:1 without a stability-tested design, makes riding unlawful
Motorized propulsion is only allowed with a system actually designed for scaffold propulsion — forklifts, trucks, or add-on motors not designed for the purpose are prohibited even if physically capable of moving the scaffold
