Steps
Lock all casters/wheels with positive wheel and/or wheel-and-swivel locks whenever the scaffold is used in a stationary position.
Confirm caster and wheel stems are pinned or otherwise secured in the scaffold legs/adjustment screws.
Only move a scaffold with employees on it if the work surface is level, the height-to-base-width ratio is 2:1 or less, and outrigger frames (if used) are deployed on both sides.
Do not move the scaffold by dismounting employees onto a non-level or obstructed surface without first checking the path.
Re-lock casters immediately after repositioning, before anyone remounts.
Known gotchas
Employees are sometimes moved on the scaffold without confirming the 2:1 height-to-base ratio first -- exceeding it while occupied is a tip-over risk the rule specifically targets.
'Locked' caster/wheel locks must be positive locks (not just friction/parking brakes) -- confirm the specific hardware meets that standard.
