Build an OSHA 1926.454-compliant scaffold training and retraining program

Steps

1. Have each employee who works on scaffolds trained by a person qualified in the subject matter to recognize scaffold-type-specific hazards and hazard-control procedures.
2. Have each employee who erects, disassembles, moves, operates, repairs, maintains, or inspects a scaffold trained by a competent person on those specific hazards.
3. Cover required content: erection/dismantling/moving/operating/repair/inspection/maintenance procedures, design criteria, maximum intended load, and intended use of the scaffold type in question.
4. Retrain any employee the employer has reason to believe lacks the necessary skill or understanding.
5. Trigger retraining specifically when worksite changes present new hazards, when scaffold/equipment types change, or when an employee's performance shows inadequate retention.
6. Keep records of who trained whom, on what scaffold type, and when, to support retraining-trigger decisions later.
