Steps

1. Pull 1926.454(a): employer must have each employee who performs work on a scaffold trained by a person qualified in the subject matter to recognize hazards and understand control/minimization procedures for that scaffold type.
2. Pull 1926.454(b): employer must train each employee involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold to recognize associated hazards.
3. Identify the retraining triggers specified in the standard: workplace changes present a hazard about which the employee has not been trained, changes in scaffold types render prior training obsolete, or inadequacies in the employee's work indicate they haven't retained the training.
4. Note this training duty is distinct from — and stacks on top of — the separate 'competent person' designation duty in 1926.450(b)/1926.451(f)(3).
5. Document training per employee (content, date, trainer qualification) since OSHA inspectors will request records during an inspection.
