Steps
Identify locations where two structural members on opposite sides of a column web, or a beam web over a column, will share common connection holes.
Confirm a shop- or field-attached seat (or equivalent connection device) is supplied to independently secure the first-connected member, per 1926.756(c).
If no seat/equivalent device is used, ensure at least one bolt with a wrench-tight nut remains engaged in the first member at all times during the connection sequence, per 1926.756(c).
Sequence erection so the first member is never left connected only by shared, unbolted holes while the second member is placed.

Known gotchas
This requirement applies specifically to shared-hole double connections at a column or beam-over-column — OSHA has clarified it does not extend to double connections made at a beam away from a column.
The general 'two bolts, wrench-tight' connection rule in 1926.756(a) is separate from the double-connection rule in 1926.756(c); both can apply at the same joint and are easy to conflate.
