Steps
Confirm support devices (outrigger beams, cornice hooks, parapet clamps) rest on surfaces rated for at least 4 times the load at the hoist's rated capacity, or 1.5 times at stall load, whichever is greater.
Use suspension ropes and hardware rated for at least 6 times the maximum intended load on non-adjustable suspension scaffolds.
Confirm a competent person supervises erection and that riggers are trained per 1926.454.
Install guardrails and/or a personal fall arrest system as required, with independent lifelines/anchorages rated to at least 5,000 lb per attached worker, distinct from the scaffold's suspension system.
Inspect all rigging before each use and after any weather event or occurrence that could affect integrity.
Known gotchas
Do not tie off a personal fall arrest system to the scaffold's own suspension rigging or guardrails -- it must anchor to an independent structural point.
Local jurisdictions (e.g., NYC) layer additional licensing/permit requirements for suspended/hanging scaffolds on top of OSHA -- check the AHJ rules separately.
