Steps
Identify whether nearby lines are insulated or uninsulated, and their voltage.
Maintain at least 3 feet of clearance from insulated lines under 300 volts.
Maintain at least 10 feet of clearance from uninsulated lines, or insulated lines at or above 300 volts.
If work requires closer proximity, notify the utility/electrical system operator and arrange for de-energization, line relocation, or protective coverings before proceeding.
Apply the clearance rule to the scaffold structure itself and to any conductive material or equipment handled from it, not just to workers.
Re-verify clearance any time the scaffold is erected, altered, or moved, since geometry changes as it goes up.
Known gotchas
The 3 ft / 10 ft split is based on voltage AND insulation status together -- insulated lines at 300V or higher still require the 10-foot clearance, not the 3-foot one.
Clearance applies to conductive material carried on the scaffold (e.g., metal conduit, ladders) as well as to the structure itself -- a compliant scaffold frame can still create a violation if a worker extends a metal tool into the clearance zone.
