Steps
Pull the original hydraulic design calculation and/or original acceptance flow-test data used when the system was designed
Conduct a current flow test at the same test hydrant(s)/points used originally, recording static, residual, and flow readings
Plot the new supply curve and compare it to the original design demand curve to confirm available supply still meets or exceeds system demand
Investigate significant drops (commonly flagged around a 10% pressure loss at flow) -- main breaks, closed valves, new development draw-down, or internal main obstruction
If supply has degraded below system demand, notify the owner and AHJ since this affects the system's ability to perform as designed, independent of any sprinkler-side deficiency
Known gotchas
Municipal water supply is a moving target -- nearby development, main replacements, or pressure-zone changes can silently erode a fire flow that passed at original design
A passing hydrant flow test at the property line doesn't guarantee the same performance inside the building if the private main or backflow/PRV assembly has since degraded
Municipal utilities often require advance notice or a permit before large-volume flow testing off a public hydrant; coordinating only with the building owner and skipping the utility can trigger separate violations
