Steps
Pull representative foam concentrate samples from the storage tank, commonly from both the top and bottom, to check for stratification or degradation
Send samples to the foam manufacturer or an approved testing laboratory to verify the concentrate still meets its listed physical/performance properties
Test the foam proportioning system to confirm it mixes concentrate and water at the correct percentage within listed tolerance across its intended flow/pressure range
Where required by the system design, perform a full discharge test at the appropriate (less frequent) interval specified in the design documents/by the AHJ
Document sample results and proportioning ratio test results, flagging any degraded concentrate for owner action since expired concentrate typically requires replacement rather than repair
Known gotchas
Many states have separately restricted or banned PFAS-containing (fluorinated) firefighting foam concentrates -- an ITM contractor servicing an older AFFF system may be testing or replacing a concentrate that's independently non-compliant with current state environmental law, so verify current state rules before reordering the same product
Stratified or settled concentrate can show acceptable results from a single sampling point while being degraded elsewhere in the tank -- top-and-bottom sampling exists specifically to catch this
A full-scale discharge test releases significant foam solution requiring an approved containment/disposal plan; environmental discharge rules for foam runoff are separate from and in addition to NFPA 25's testing requirement
