Steps
Treat an unguarded dock edge as an unprotected side/edge under 1910.28(b)(1); fall protection is required at 4 feet (1.2 m) or more above a lower level.
Select a guardrail system, safety net system, or personal fall protection system per 1910.28(b)(1)(i).
For employees on dockboards, provide guardrails/handrails unless the work is solely materials-handling with motorized equipment, exposure does not exceed 10 feet, and workers are trained per 1910.30.
Apply the 'infeasible' exception only when it can be demonstrated and access is limited to trained, authorized employees.
Reassess fall-protection needs whenever the dock configuration changes, such as a leveler removed for repair exposing the pit.
