Steps
Determine whether the container qualifies for the OSHA 1910.1200(f)(8) 'immediate use' exception — a portable container filled and used entirely by the same employee within the same work shift is exempt from workplace labeling
For any diluted/decanted container that will be stored, transferred to another employee, or used beyond the immediate shift, apply a workplace label including the product identifier and general information on hazards (words, pictures, symbols, or a combination)
Use manufacturer-provided secondary labels where available, since many janitorial chemical suppliers print GHS-aligned secondary-container labels matching the concentrate's SDS
Ensure diluted product labels reflect the hazard of the diluted-use solution being carried, not just the concentrate, where the two differ materially
Train staff never to use unlabeled spray bottles and to relabel immediately if a label becomes illegible or detached
Periodically audit chemical closets and cleaning carts for unlabeled or mislabeled secondary containers
Known gotchas
The immediate-use exception is narrow: it only applies when the same employee who mixed the product uses it entirely within the same shift and does not leave it unattended for another worker to use — it is commonly misapplied to standing carts of pre-mixed solution used across shifts
A generic "Danger" or blank spray bottle is not compliant — the workplace label must still convey product identity and hazard information at minimum
Confirm exact labeling element requirements against the current 1910.1200(f) text on osha.gov, since GHS Rev 7 alignment may affect label content expectations
