Confirm the current text of 1926.651 via eCFR/OSHA before citing it — this section covers general excavation requirements, separate from the soil-classification appendix.
Apply the spoil/excavated-material placement rule requiring materials be kept at least 2 feet from the edge of the excavation to prevent them falling or rolling into the trench.
Provide a stairway, ladder, ramp, or other safe means of egress in trench excavations 4 feet or deeper, positioned so no employee must travel more than 25 feet laterally to reach it.
Verify egress devices extend to within reach of employees and remain in place throughout the shift — do not remove a ladder mid-task without providing an alternate means, per OSHA interpretation letters.
Document the competent person's daily inspection covering spoil placement and egress access alongside the required cave-in/atmospheric inspections.
