Confirm via the HCCH (Hague Conference) 'Current list of operational e-Registers' page (hcch.net) that Texas is listed among the U.S. states with an operational e-Register, linking to sosdirectws.sos.state.tx.us/pdfondemand/CertValidation.aspx.
Navigate to that Texas SOS certificate-validation URL and search using the certificate/apostille identifying information printed on the physical or PDF apostille.
Confirm the validation result matches the issuing details (date, recipient document type, certificate number) exactly before relying on the apostille in a cross-border transaction.
If validation fails or the tool is unavailable, contact the Texas Secretary of State's office directly rather than assuming the apostille is invalid, since e-Register uptime is not guaranteed.

Known gotchas
