Steps
Run gyratory compactor trial blends at the design number of gyrations (Ndesign) and check VMA, VFA, and Pba against AASHTO M323 criteria for the traffic level.
Run moisture susceptibility testing (AASHTO T283, tensile strength ratio) and confirm the mix meets the DOT's minimum TSR.
Account for RAP/RAS binder contribution in the effective binder content calculation rather than treating RAP as inert aggregate.
Assemble the JMF package (aggregate sources, gradation, binder grade/content, volumetrics, TSR) per the DOT's required submittal format.
Submit for DOT mix design approval and address any requested trial-batch or plant-verification testing before production begins.
Known gotchas
A JMF that is AASHTO M323-compliant on paper can still be rejected by a DOT reviewer for source-specific or regional performance history reasons.
Production tolerances (allowed deviation from JMF during paving) are tighter/looser than design tolerances and are defined separately in the DOT spec — don't conflate the two.
Underestimating RAP's contributed binder skews the calculated virgin binder content and can produce a mix that's actually binder-rich or -lean in the field.
