Steps
Identify the state's plant-certification pathway (e.g., PennDOT Bulletin 41/Pub 408 asphalt materials process, or the equivalent TxDOT/GDOT plant approval procedure).
Schedule the DOT's pre-production plant inspection covering scale calibration, thermometer calibration, RAP feed system, and baghouse/emission controls.
Submit the plant's certified QC plan along with current certifications for the plant's QC technicians.
Have the plant added to the DOT's approved-source or bulletin listing before hauling mix to the job.
Track the recertification cycle (often annual or seasonal) so approval doesn't lapse mid-contract.
Known gotchas
Plant certification is state-specific and generally does not transfer across state lines, even for a portable plant moved to a job just over the border.
Relocating a portable plant within the same state can still require a fresh DOT inspection before it's usable on the next job.
Plant hardware certification and QC technician certification (e.g., NETTCP or a state equivalent) are tracked separately — current equipment calibration doesn't cover an expired technician credential.
