Steps
Confirm the project is within SCAQMD's jurisdiction (Los Angeles, Orange, Riverside, San Bernardino counties per the district's boundaries) and involves a structure 100 square feet or larger
Register for an account on the Rule 1403 Notification Web Application at aqmd.gov (contractors are required to use the web app; only homeowners filing 10-working-day notices for their own property may still mail paper notices)
Select project type (Demolition or Asbestos Removal) and complete the required fields, including survey results and scheduled start date
Submit so the notification is postmarked/received at least 10 working days before work begins, and retain the confirmation receipt from the web app
For questions on submission status, contact the SCAQMD Asbestos Hotline rather than assuming a rejected or incomplete submission still satisfies the notice period
Known gotchas
As of a November 2016 rule change, contractor notifications MUST go through the web app — mailed-in paper notices from contractors are not accepted (only homeowner-filed notices for their own property retain the mail option)
SCAQMD's boundary is not all of California — this route does not apply to Bay Area (BAAQMD), San Diego (SDAPCD), or other California air districts, which run separate notification systems
