  2. On first sync, record this value as the baseline for the next incremental run
  3. On subsequent syncs, request each resource with minChangeVersion set to the last recorded baseline and maxChangeVersion set to the new current version
  4. Combine change version parameters with offset/limit paging to retrieve all matching records across multiple calls
  5. Persist the new maximum change version as the baseline for the next sync cycle
