Steps

1. Confirm the project actually needs EPA's CGP — EPA administers it only where there is no EPA-approved state NPDES construction-stormwater program, so most states run their own permit and NOI system instead.
2. Create/use a CDX (Central Data Exchange) account at cdx.epa.gov and access the NPDES eReporting Tool (NeT-CGP) to prepare the electronic NOI; EPA does not accept paper NOIs except by an approved waiver.
3. Complete the NOI with site location, receiving water, estimated disturbed acreage, and SWPPP certification.
4. Wait out the processing period — coverage begins 14 calendar days after EPA acknowledges receipt of the NOI, unless EPA notifies of a delay or denial; do not begin ground-disturbing work before that date.
5. Track the permit term: the 2022 CGP runs through February 16, 2027, with an April 2025 Federal Register modification — confirm current status before assuming continued coverage past expiration.
