Steps
Identify all private/system-connected hydrants requiring the 5-year flow test, distinct from the annual physical hydrant inspection
Flow test using a flow hydrant and a residual test hydrant/gauge, recording static, residual, and flowed pressure
Calculate available flow at a target residual pressure and compare to the original design flow for the protected system
Physically inspect each hydrant's operating stem, caps, and drain for full-open/close operation and freedom from obstruction during the same visit
Flag any significant drop from the original acceptance-test flow for further investigation (main obstruction, closed valve, utility supply change)
Document results and coordinate scheduling with the local water utility/fire department where the hydrant also serves municipal response
Known gotchas
Private hydrants used only for fire protection are the contractor's/owner's ITM responsibility under NFPA 25 even though they look identical to municipally maintained public hydrants -- ownership must be confirmed, not assumed
A flow test showing adequate GPM at the hydrant doesn't confirm the internal building piping isn't separately obstructed -- this test validates the supply main, not the building's internal condition
Underground control valves (PIVs, curb valves) feeding the main have their own separate open/closed inspection schedule that's easy to conflate with the hydrant flow test
