Steps
Confirm the water will be sourced from a TCEQ-approved public water system providing finished treated drinking water
Submit engineering plans and specifications for the tank truck/trailer to TCEQ for approval under 30 TAC 290.39 before hauling; if not already registered, TCEQ assigns a PWS ID with the first submittal
Ensure the tank, manhole, vent, fill/discharge connections, pump, and hoses meet the equipment standards in 30 TAC 290.44(i)(2), including an NSF/ANSI 61-certified interior surface and a 'Drinking Water' label
Disinfect the tank monthly (or whenever contamination is suspected) and maintain a minimum 0.5 mg/L free chlorine residual (or 1.0 mg/L chloramine) in the hauled water
Collect at least one microbiological sample per tank per month for submission to a TCEQ-accredited lab, plus annual nitrate and 9-year nitrite compliance samples
Keep operational records of gallons hauled, purchase source, disinfection dates, and sample results per 30 TAC 290.44(i)(2)(L); notify TCEQ at TCRDATA@tceq.texas.gov during any inactive month
Known gotchas
Water haulers are legally classified as transient non-community public water systems, not just a trucking business, so full SDWA/RTCR compliance applies even for a one-truck operation
A positive coliform sample from groundwater-sourced hauled water requires the hauler to notify the source system within 24 hours so it can re-sample its wells
Tanks previously used for anything other than potable liquids cannot be converted for drinking-water hauling; temporary emergency approval for food-grade (juice/milk) tanks is possible but requires a separate request to PTRS@tceq.texas.gov
