Steps
Verify a license at TDLR's search tool https://www.tdlr.texas.gov/verify.htm, selecting 'Water Well Drillers, Pump Installers' from the license-type dropdown, searchable by city, county, or zip
Note licenses run two years from issuance date — check actual expiration rather than assuming a license has lapsed
To submit a completed well or plugging report, licensed drillers/installers log into the Texas Well Report Submission and Retrieval System (TWRSRS), a joint TDLR/TWDB application (Firefox recommended per TWDB's own guidance)
Reports must be submitted within 60 days of well completion unless another agency's rule requires a shorter deadline
Submitted records populate the TWDB Submitted Drillers Report (SDR) database, viewable through the TWDB Water Data Interactive Groundwater Data Viewer; contact TWDB's Groundwater Data Team (GroundwaterData@twdb.texas.gov, 512-936-0847) for data access issues
Known gotchas
TDLR licenses the individual driller/installer; TWDB only hosts the resulting report data — TWRSRS access or submission problems go through TDLR, not TWDB
The 60-day submission clock starts at well completion date, not permit issuance date
SDR viewer data lags actual submission — a very recently completed well's report may not show up immediately even if filed on time
