Steps
Before providing a written estimate or an Order for Service to an individual shipper on an interstate move, give the shipper a copy of (or an electronic link to) 'Your Rights and Responsibilities When You Move' as required under 49 CFR 375.213
Use either the full-length version or FMCSA's streamlined, more user-friendly version of the booklet — both are acceptable, but pick one and use it consistently
If distributing electronically, make sure the shipper actually receives or can access the link before any binding paperwork (like the Order for Service) is issued
Keep a signed/dated receipt or equivalent record showing the shipper was given the booklet, since this documentation matters if a complaint or investigation arises
Post a link to the current booklet prominently on your company website if you have one, alongside the 'Ready to Move?' brochure link
Known gotchas
The booklet must go out before the Order for Service locks in price/dates — providing it late or only at delivery does not satisfy the rule
FMCSA periodically updates the booklet (e.g., 2013 and 2022 editions exist) — link to or distribute the current version hosted on fmcsa.dot.gov rather than an old PDF copy
