Steps

1. Pull NYC DOB's official Local Law 15 of 2020 service notice (nyc.gov/assets/buildings/pdf/ll15of20_sn.pdf) confirming the law adds NYC Building Code Section BC 1403.8, effective January 10, 2021
2. Confirm applicability: new buildings and alterations that replace ALL exterior glazing of a building; the law does NOT apply to alterations that replace only a portion of exterior glazing, nor to storefront replacements of a portion of exterior glazing
3. Review the four operative subsections — BC 1403.8.1 (exterior wall envelope/openings below 75 ft, with the 10-sq-ft-per-100-sq-ft non-bird-friendly allowance), 1403.8.2 (bird hazard installations at any height), 1403.8.3 (fly-through conditions at or below 75 ft), and 1403.8.4 (envelope adjacent to a green roof, up to 12 ft above the walking surface)
4. Cross-check DOB Buildings Bulletin 2020-022 and the DOB 'Bird Friendly Building Design and Construction Requirements' guidance document for construction-detail specifics
5. Check filing-date grandfathering: applications that had not reached DOB job status 'D' (or equivalent DOB NOW pending-assignment statuses) by January 10, 2021 are subject to LL15's requirements
