Steps Create a RCRAInfo account and register as a site manager for the relevant generator, transporter, or TSDF site. Generate an API ID and Key tied to your RCRAInfo V6 user from within RCRAInfo. Review the services documentation at usepa.github.io/e-manifest and the JSON Schema in the USEPA/e-manifest GitHub repo. Test calls against the Swagger UI on the RCRAInfo pre-production environment before touching production. Call the REST endpoints (JSON over HTTPS) to create, sign, or retrieve e-Manifest records.
Known gotchas Full manifest creation and signing requires site-manager registration approval, which is not instant self-serve. Production and pre-production (rcrainfopreprod.epa.gov) use separate credentials - testing with prod credentials will fail.
