Documented steps

  1. Send POST to https://api.github.com/repos/{owner}/{repo}/actions/runs/{run_id}/rerun with an optional body of enable_debug_logging set to true or false
  2. The API returns HTTP 201 Created on success
  3. Poll GET /repos/{owner}/{repo}/actions/runs/{run_id} to wait for the new run attempt to complete
