Documented steps

Send POST to https://api.github.com/repos/{owner}/{repo}/actions/runs/{run_id}/rerun-failed-jobs with an optional body of enable_debug_logging
The API returns HTTP 201 Created on success
Poll the run status to confirm the failed jobs restart and complete

Known gotchas

This re-runs only the jobs that failed, saving time versus a full workflow re-run
Requires a token with the repo scope
Returns 403 if the user does not have permission to re-run the workflow
