Compile the required data elements: USPPI (seller) EIN, ultimate consignee name and country, Schedule B number (10-digit), quantity, value, shipping weight, and export license number if applicable
Submit the EEI via AES Direct (browser-based) or via EDI X12 transaction set 601 through a licensed filing agent; receive an Internal Transaction Number (ITN)
Record the ITN on the bill of lading, air waybill, or export manifest as proof of filing before carrier departure
Respond to any AES fatal error codes or hold notices within the required timeframe to avoid delays or penalties
Known gotchas
EEI must be filed and an ITN obtained before the shipment is presented to the carrier; carriers are prohibited from accepting export cargo without a valid ITN or exemption citation
Routed export transactions shift EEI filing responsibility to the foreign principal party in interest; ensure contracts clarify who bears this obligation
Export Administration Regulations (EAR) controls and ITAR controls are separate; ITAR-controlled commodities require a State Department license and have additional EEI requirements beyond EAR
