Link the plate entry to the relevant AccessGroup/Lock so ANPR recognition grants entry

Known gotchas
LicensePlates is a distinct resource from Cards/Users — a plate not explicitly linked to an access group will be recognized by ANPR hardware but still denied entry
Only sites with SALTO's ANPR-integrated hardware/module honor LicensePlates entries; calling the endpoint against a standard KS site has no physical effect
