Steps

  1. POST the source file to the addItem operation on the target user's content root, setting type to match the source (csv, shapefile, GeoJson, fileGeodatabase, etc.)
  2. Zip shapefiles and file geodatabases before uploading them
  3. POST to the publish operation referencing the added item's id and a publishParameters object
  4. Poll the returned async job status until the hosted feature service item finishes creating
