Read 40 CFR Part 61 Subpart M (61.145) at eCFR to confirm current thresholds: for renovation, notification is required at 260 linear feet on pipes or 160 square feet on other facility components of regulated ACM (RACM); for demolition of a facility meeting the 40 CFR 60.141 definition, notification is required regardless of whether asbestos is present
Identify the delegated implementing agency for the project's state or local air district (EPA regions delegate NESHAP asbestos enforcement to state/local agencies, which is why the notification portal varies by jurisdiction)
Submit the notification so it is postmarked or delivered at least 10 working days before asbestos stripping/removal or demolition site preparation begins
For emergency renovations, use the abbreviated notice-of-intent process (as early as possible, no later than the next working day) and retain documentation supporting the emergency claim
