Steps

1. Confirm the property is within the Texas Department of Insurance (TDI) windstorm-designated coastal area, since WPI-8 certification is only relevant there (used to obtain a Certificate of Compliance for TWIA insurance eligibility).
2. Confirm the applicable construction standard in effect for the inspection date (TDI seacoast rules reference specific code editions and update effective dates), and use TDI-listed/approved roofing materials and installation methods rather than generic code-minimum products.
3. Arrange for inspection timing per tier: in some tiers the roof must be inspected after dry-in but before the final shingle layer is applied, while other tiers allow inspection at completion — confirm which applies to the specific county/tier before scheduling, since a missed dry-in inspection can require re-exposing work.
4. Have the contractor prepare required documentation package (manufacturer approval/compliance letter for the shingle or roof system, manufacturer installation instructions, the TDI application form, and photographic documentation of deck nailing pattern, underlayment laps, and shingle nailing) for the inspector.
5. Confirm the inspection is performed by a TDI-appointed Qualified Inspector or TDI-licensed engineer, and retain the resulting Certificate of Compliance (WPI-8) as the document TWIA and other windstorm insurers will require for coverage/eligibility.
