Determine the current filing cycle and hire a QPSI for a NYC parking structure under Local Law 126 / RCNY 103-13

Steps

1. Confirm the property is a 'parking structure' under NYC Construction Code Article 323/RCNY 103-13 — this excludes auto repair shops, showrooms, service stations, garages with fewer than three cars, unenclosed/unattached lots, and garages serving one- or two-family homes.
2. Look up the building on the DOB Parking Structure Inspections Map to find its assigned Community-District filing cycle: Manhattan CD1-7 ran Jan 1, 2022-Dec 31, 2023; Manhattan CD8-12 and all Brooklyn CDs (sub-cycle B) ran Jan 1, 2024-Dec 31, 2025; Bronx, Queens, and Staten Island CDs (sub-cycle C) run Jan 1, 2026-Dec 31, 2027.
3. Hire a Qualified Parking Structure Inspector (QPSI) — a NYS-licensed, registered PE certified by DOB — from the current active QPSI list published on nyc.gov; verify certification status has not lapsed.
4. Have the QPSI submit the condition assessment report through DOB NOW: Safety within 60 days of completing the assessment, and pay filing fees at submission.
5. If the QPSI identifies an unsafe condition, complete repairs within 90 days of filing and submit an amended report within two weeks of finishing the work.
6. Email ParkingStructures@buildings.nyc.gov if the owner believes a structure was mis-listed on the DOB map, since the map is only an initial identification tool and final applicability determination is the owner's responsibility.
