Confirm CISRS (Construction Industry Scaffolders Record Scheme) is a UK-administered training/card scheme run under CITB, established 1966, with progressive labourer-through-supervisor competence levels.
Confirm the US has no equivalent government-issued scaffolder card scheme — OSHA imposes competent-person and training duties (1926.450/.454) on employers directly, without a national card system.
Check SAIA's (Scaffold & Access Industry Association) role as the closest US analog: it accredits training institutions and serves as ANSI A92/A11 standards secretariat, but a SAIA-accredited course completion is not a portable 'card' recognized the way a CISRS card is in the UK.
