Check the taxpayer's adjusted gross income against the current filing season's Free File Guided Tax Software income threshold
If under the threshold, start from the official IRS Free File landing page and pick a participating Guided Tax Software partner (each partner may add its own extra criteria like age or state)
If over the threshold, or the filer prefers to self-prepare, use Free File Fillable Forms instead, which has no income, age, or residency restriction

Known gotchas
