Steps
Extract full-time equivalent employee counts, offer-of-coverage codes (line 14), and employee share of lowest-cost plan (line 15) from HR and benefits systems for each calendar month
Build the 1095-C XML payload per the IRS ACA Information Returns (AIR) schema, including employer 1094-C transmittal header with authoritative transmittal indicator
Validate the payload against the current-year IRS ACA XML schema using the IRS AATS (Assurance Testing System) sandbox before production submission
Submit via the IRS AIR system using registered software ID and TCC (Transmitter Control Code), and capture the Receipt ID for the submission
Monitor submission status via the AIR Status Check endpoint and retrieve acknowledgment files; correct and resubmit any records flagged with error codes
Known gotchas
TCC registration and AATS testing must be completed before the first production filing; obtaining a TCC can take several weeks and cannot be expedited
The 1094-C authoritative transmittal must be submitted exactly once per employer EIN per tax year; duplicate submissions cause IRS rejection and require correction filings
Code series for line 14 and line 16 safe harbors change periodically; always use the current-year instructions rather than prior-year code mappings
