Read facility_rating_status (Pass/Conditional Pass/Closure), violation_count, and violation_codes for outcome detail
Check data_as_of and data_loaded_at to know the freshness of the snapshot relative to DPH's own record cutoff
Known gotchas
permit_type is free text mixing many facility categories (restaurants, employee cafeterias, mobile facilities) - filter on permit_type text rather than assuming only restaurants appear
Some rows carry forward-dated inspection_date values (a DPH data-entry artifact); don't treat a future-dated row as automatically invalid without checking data_as_of
