Steps
Total the site's aboveground oil storage capacity (fuel tanks, lube totes, hydraulic oil, etc.) across all containers 55 gallons or larger
If aggregate aboveground capacity exceeds 1,320 gallons and there's a reasonable expectation of a discharge to navigable waters or adjoining shorelines, treat the site as SPCC-regulated
Prepare a written SPCC Plan covering spill prevention procedures, secondary containment design, and countermeasures
Have the plan certified by a licensed Professional Engineer unless the facility qualifies for a self-certification tier under the rule's small-facility provisions
Keep the plan on-site or reasonably accessible and update it whenever site conditions materially change (new tanks added, layout changes, etc.)
