Steps

  1. Obtain the building's current FISP technical report from DOB NOW: Safety (or from the building owner/QEWI) to see how each observed masonry condition was classified: Safe, Safe With A Repair And Maintenance Program (SWARMP), or Unsafe
  2. Understand the QEWI's role: only a QEWI (a NY State-licensed PE or RA meeting 1 RCNY 101-07 experience requirements and DOB-approved) performs the critical examination and files the technical report; the masonry contractor performs repairs specified or implied by that report but does not self-certify the report
  3. For conditions classified Unsafe, plan repairs within the mandated 90-day window to correct the unsafe condition, since owners are required to file an amended report within two weeks of unsafe conditions being corrected
  4. For SWARMP conditions, plan repairs within the report's required timeframe (not less than one year, but within the current 5-year cycle) rather than treating SWARMP as no-action-required
  5. Coordinate with the QEWI throughout the repair (not just at report filing) since the QEWI's technical report drives the scope, and the amended report re-filing requires the QEWI's sign-off that conditions were properly corrected
  6. Verify current cycle/sub-cycle timing directly on nyc.gov before committing to a schedule, since FISP cycle and sub-cycle windows are periodically updated by DOB and the applicable sub-cycle depends on the building's block number
