Steps
Check with the local floodplain administrator/community office first — many communities require submitted Elevation Certificates to be filed with them and can provide existing ECs or the property's BFE from the adopted Flood Insurance Study (FIS)
Use FEMA's Map Service Center (msc.fema.gov) to pull the effective FIRM panel and FIS report for the parcel's community, which lists BFE values or flood profiles for mapped zones
For unmapped or approximate-zone areas needing an estimated BFE, use FEMA's Estimated BFE Viewer at https://webapps.usgs.gov/infrm/estbfe/
If no EC exists for the property, engage a licensed land surveyor, professional engineer, or certified architect authorized to complete FEMA Form FF-206 (the current Elevation Certificate form)
Compare the EC's lowest-floor elevation against the community's BFE to determine flood-related waterproofing/venting requirements before design
Known gotchas
FEMA does not provide a public API or self-service lookup that returns an official BFE value for a specific address — the authoritative source is the community floodplain administrator and the FIS/FIRM, not an automated query
An old Elevation Certificate on file may predate a map revision (LOMR/PMR); verify it's referenced to the currently effective FIRM before relying on it
