2. For projects outside California, check whether the state or local district follows the OTC (Ozone Transport Commission) model rule limits or has its own state-specific architectural/industrial-maintenance coatings VOC rule — do not assume SCAQMD limits apply outside the South Coast district
3. Identify the correct coating category (e.g., 'industrial maintenance,' 'rust preventive,' 'high-temperature') since VOC limits vary significantly by category and mis-categorizing a product is a common compliance error
4. Cross-check the product's VOC content as tested/reported on its current technical data sheet or SDS against the applicable limit for that category and jurisdiction
5. Where a project spans multiple jurisdictions or the coating will be sold/supplied across state lines, confirm compliance against the most restrictive applicable rule rather than assuming one product formulation clears every market
