Steps
Create a Trust Hub Primary Customer Profile first (CustomerProfileSid) if you don't already have one.
POST to https://messaging.twilio.com/v1/Tollfree/Verifications with BusinessName, BusinessWebsite, UseCaseCategories, UseCaseSummary, ProductionMessageSample, OptInImageUrls, OptInType, MessageVolume, and TollfreePhoneNumberSid.
For political use cases, include a Campaign Verify VettingId/VettingProvider or the request is rejected.
Poll status through PENDING_REVIEW, IN_REVIEW, then TWILIO_APPROVED or TWILIO_REJECTED.
If rejected, edit and resubmit within the edit_expiration window (7 days from initial submission).
Known gotchas
Twilio states review completes within three business days — plan launch timelines around that, not instant approval.
Rejected/unedited requests past the edit window require a fresh submission.
Business registration fields (BusinessRegistrationNumber, etc.) are increasingly expected — omitting them risks rejection even where technically optional.
