Use Austin, TX's Socrata open-data portal dataset "Weatherization Assistance Program" (data.austintexas.gov, dataset ID fnns-rqqh) as a concrete, currently real example of a queryable municipal WAP dataset with a standard Socrata API.
For other jurisdictions, check whether they publish on a Socrata (or similar) open-data platform first (e.g., data.michigan.gov) before assuming a WAP-specific dataset exists — most states publish only PDF program reports, not queryable open datasets.
