Steps
Determine which code governs the project — IBC reroofing provisions (Chapter 15, Section 1511/1512 depending on edition) or IEBC provisions (Sections 705/706) — and confirm the project must fully comply with one code, not a mix of both
Rule out re-cover eligibility per the code's exclusions: re-cover is not permitted where the existing roof is water-soaked/deteriorated, where the existing covering is slate/clay/cement/asbestos-cement tile, or where two or more existing roof covering applications are already present
Confirm the proposed re-cover system type is on the code's permitted-without-tear-off list (e.g., new coating over existing coating, metal panel, BUR, SPF roofing, metal shingles, mineral-surfaced roll roofing, modified bitumen, or thermoset/thermoplastic single-ply)
If using IEBC, additionally evaluate Section 706's structural requirements for gravity load-carrying elements, which go beyond IBC 1511/1512's reroofing scope
