  1. As an authorised CBAM declarant, log into the CBAM Registry via EU Login and, from 2027, into the Common CBAM Portal that hosts both the declaration module and the CBAM Certificate Purchasing (CCP) module.
  2. For each quarter of 2026, track cumulative embedded emissions of CBAM goods imported since 1 January against the quarterly checkpoints at 31 March, 30 June, 31 October and 31 December.
  3. Ensure that at each checkpoint the declarant holds certificates equal to at least 50% of the embedded emissions in goods imported since the start of the year; the original 80% requirement was reduced by Regulation (EU) 2025/2083.
  4. Note that CBAM certificate sales open on 1 February 2027 via the CCP and are accessible only to authorised CBAM declarants, so 2026 holding checkpoints are satisfied once sales open.
  5. Track the quarterly reference price published by the Commission (first published 7 April 2026 for Q1 2026, based on average EU ETS auction clearing prices) to forecast certificate cost.
  6. By 30 September 2027, submit the first definitive-regime annual CBAM declaration covering all CBAM goods imported during calendar year 2026, through the declaration module.
  7. Report in the declaration: quantities imported, embedded emissions (actual or default), any free-allocation adjustment, and any Article 9 reduction for carbon price effectively paid in a third country.
  8. Surrender CBAM certificates matching total declared embedded emissions net of the free-allocation and third-country carbon-price adjustments.
  9. Retain evidence for any third-country carbon price claimed, showing it was effectively paid and not rebated, exempted, or offset by free allowances; the Commission may later publish default carbon prices per third country under Article 9(4).
  10. From 2027, switch from quarterly to weekly tracking of published CBAM certificate prices.
