Documented steps

  1. Confirm in-scope status first. Under Article 5(1b) an application is mandatory only once the importer expects to exceed the 50-tonne annual threshold, or imports any electricity or hydrogen.
  2. Access the CBAM Registry Authorisation Management Module (AMM), live since 31 March 2025, via EU Login using an account linked to the importer's or indirect customs representative's EORI.
  3. Complete the electronic application in the AMM: entity identification, EORI number, evidence of financial and operational capacity, and a declaration of no serious or repeated customs infringements.
  4. Submit the application to the national competent authority (NCA) of the Member State of establishment. Applications are decided nationally, not centrally by the Commission.
  5. Expect a cross-Member-State consultation procedure before authorisation is granted, intended not to exceed 15 working days.
  6. If applying for the first time in 2026, file by 31 March 2026 to benefit from the transitional grace period in Recital 11 of Regulation (EU) 2025/2083, which lets importers who filed by that date keep importing while the decision is pending.
  7. Once authorised, use the CBAM Registry credentials to reach the Common CBAM Portal for declarations and, from 2027, the CBAM Certificate Purchasing (CCP) tool.
  8. If importing without an accepted application or authorisation, expect customs to refuse release for free circulation, since customs must not allow importation of CBAM goods by anyone other than an authorised CBAM declarant, subject to the 2026 grace period.
  9. Monitor the CBAM guidance and FAQ pages for updated AMM screens and field requirements, which are published there rather than in the Regulation.
