Interpret the DARP flag (accident-scene tows of vehicles that can't be driven under their own power) and the ROTOW flag (stolen/abandoned/recovered vehicles, driveway blockers) separately, since a company can be enrolled in one, both, or neither.

Known gotchas
Enrollment in DARP or ROTOW is what legally allows a tow company to tow a vehicle without the owner's consent in NYC — a company with only the base Tow Truck Company license (not enrolled in either program) cannot lawfully non-consensually tow, so check both fields before using this for a compliance decision.
The dataset lists only currently active companies; historical or lapsed enrollments are not queryable through this endpoint.
