Steps
Download the Complete Software Package installer from fs.usda.gov/fvs/software/complete.php, or build a regional variant from the open-source repo at github.com/USDAForestService/ForestVegetationSimulator
Select the correct geographic variant (e.g. ca, ne, pn) for your stand location, since keyword syntax and species coefficients differ by region
Prepare a keyword-record (.key) file defining the simulation commands
Prepare tree/stand input data, typically pulled from FIA DataMart's dedicated 'FVS input files' bulk download and reformatted as needed
Run the matching regional variant executable against the keyword file from the command line to produce a report/output database
Known gotchas
FVS is desktop simulation software, not a REST API, there is no hosted public endpoint despite past community attempts to build one
Selecting the wrong regional variant produces silently wrong growth coefficients, not an error
FIA plot data needs preprocessing/reformatting before FVS will accept it as input
