Steps
Confirm jurisdiction first: Florida has five water management districts, each with its own permitting system — SFWMD's old ePermitting site is fully retired
All SFWMD permitting, including Well Construction, now runs through RegPermitting at https://www.sfwmd.gov/regpermitting
Create or log into a RegPermitting account, select 'Apply for New Permit,' choose the Well Construction tab, and follow the prompts
SFWMD well construction permits apply only in specific counties/well sizes (e.g. Monroe County, Charlotte County, and 12in+ diameter wells in Broward County) — most other domestic wells in the district are permitted at the county health department level instead
Well Completion Reports can also be filed through RegPermitting for all counties in the district after construction; for account help contact the RegPermitting Hotline (561-682-2281) or regpermitting@sfwmd.gov, or wells@sfwmd.gov for well-specific questions
Known gotchas
SJRWMD (a different district) uses its own separate ePermit portal at permitting.sjrwmd.com/ep — the two districts' systems are not interchangeable
SFWMD's district-level well construction permit only applies to specific counties/sizes; assuming district jurisdiction everywhere in the SFWMD boundary is wrong for most residential wells
Bookmarks or older documentation referencing the retired ePermitting URL/workflow are stale
