Call the CWA getfacilities endpoint (same Wastewater/Stormwater/Biosolids REST service used for general NPDES facility search) with parameters restricting results to Multi-Sector General Permit (MSGP) stormwater facilities, matching the mediaSelected=msgp filter used by the Industrial Stormwater Facility Search UI
Use get_qid to page through the resulting MSGP-permitted facility list
Use qcolumns to select stormwater-relevant fields (permit type, inspection count, violation status)
Use get_download to export the full MSGP facility result set as CSV
Cross-reference specific facilities against the DFR (get_dfr) for detailed enforcement/inspection history
Known gotchas
MSGP facility search is a filtered view of the same underlying CWA/ICIS-NPDES facility data used for general NPDES search, not a separate dataset; filter parameters must be set correctly to isolate stormwater-only permittees
Not all states implement MSGP identically; some states run their own general stormwater permit programs that may not map cleanly to EPA's MSGP categorization
Stormwater facilities often have sparse effluent monitoring data compared to continuous wastewater dischargers, so absence of DMR data is common and not necessarily indicative of non-compliance
