Create or log into a DEP GreenPort account (the state has moved from paper submissions to the Online Asbestos Notification System hosted on GreenPort)
Complete and submit the Asbestos Abatement and Demolition/Renovation Notification Form (2700-FM-BAQ0021) with the required fee
For projects outside Philadelphia and Allegheny counties, confirm the current notification fee (DEP set it at $400 for forms filed in calendar years 2026-2030) — Philadelphia and Allegheny counties run their own local air-quality programs with separate fee schedules
Submit at least 10 working days before starting the project and retain the GreenPort confirmation
Known gotchas
Philadelphia and Allegheny County each administer their own delegated air-quality/asbestos program separate from PA DEP — do not file through GreenPort for projects in those counties without first checking the local agency's own process
The $400 fee figure applies specifically to 2026-2030 filings per DEP's published fee schedule; older guidance or cached PDFs may still show a lower legacy fee
